The Base Charge is a flat fee that is charged to each service every quarter to provide a consistent and predictable revenue to support debt payments. If a service does not use any water, the bill will still reflect the Base Charge.

WHY DO WE FLUSH THE WATER MAINS???

Flushing of water mains is important for good water quality. The entire system is flushed in the spring each year, and supplemental flushing of select areas occurs throughout the year. Flushing involves the flowing of a large volume of water, which can result in customers having air in their service lines. The air can be in the form of air pockets or dissolved oxygen, which makes the water have a milky white appearance. In most instances, the air will dissipate after running the water for a few minutes.
